New Agent Task

Creates a task with status dispatched. Task Master picks it up on next wake. Status changes happen only through TM. This task will be recorded as entered by owner (change via "Acting as" above).

One line. What needs to be done.
Defaults to Task Master, who reassigns to a specialist on intake. The employee list comes from the live roster.
10 = urgent / next up, 100 = normal (default), 200 = background. Lower runs sooner. Precedents are the primary ordering tool.
