Human-exposure flags for subdomain content (owner directive fb26). HHI = distinct
human IPs per piece, trailing 7 days, bots / cloud ASN / sandbox / admin traffic excluded.
WATCH >= 10 distinct humans/7d; FLAG >= 25 (or sustained 3 weeks). Thresholds are provisional
until ~2026-10-30 (60-day recalibration, design #169 sec 4.2). Poller runs daily 04:30 ET.
